One of the purposes of the California Environmental Quality Act (CEQA) is to disclose to the public the potentially significant environmental effects of projects approved or carried out by public agencies. Depending on the proposed project, a public agency might prepare a negative declaration, mitigated negative declaration, or environmental impact report. The public agency might also determine the project is exempt from CEQA.
Most of CEQA’s disclosure requirements apply to the “lead agency” for a proposed project—the public agency with the principal responsibility for carrying out or approving a project. For most proposed projects, the Conservancy is not the “lead agency,” but rather a “responsible agency” with more limited responsibilities. However, for certain projects, such as habitat protection and restoration actions, or issuance of take authorizations to “Participating Special Entities” under the HCP/NCCP, the Conservancy may act as the CEQA lead agency.
The following are notices related to the preparation and availability of CEQA documents pertaining to proposed projects for which the Conservancy has acted as a lead agency or a responsible agency, as well as notices related to the Conservancy’s determinations regarding the projects.

| December 15, 2025 | ECCC HCP/NCCP Amendment | The East Contra Costa County Habitat Conservation Plan / Natural Community Conservation Plan (ECCC HCP/NCCP) is a comprehensive, multi-jurisdictional plan for species and habitat conservation and provides a coordinated process for permitting and mitigating impacts to species and habitat. The East Contra Costa County Habitat Conservancy is submitting applications to the U.S. Fish and Wildlife Service and the California Department of Fish and Wildlife to amend the ECCC HCP/NCCP and related state and federal permits. The submittal of the proposed Permit Amendment Application is a discretionary action and is subject to CEQA. For purposes of CEQA, the “project” is the proposal to adopt certain HCP/NCCP, Implementing Agreement, and permit amendments, as set forth in the Statement of Reasons and Request to Amend the ECCC HCP/NCCP, dated December 2025. The Conservancy is the CEQA lead agency for purposes of the project. | December 18, 2023 | Roddy Ranch Golf Course Habitat Restoration Design, Phase 1 | The Park District proposes the Roddy Ranch Habitat Restoration and Public Access Plan (Project): converting a former 230-acre golf course into a new Regional Park with approximately 4 miles of trails, a staging area, picnic site, interpretive pavilion, and restrooms as well as the restoration of grasslands, wetlands, and former golf course drainages. Project conforms to the East Contra Costa County HCP/NCCP. An addendum to the Roddy Ranch Golf Course IS/MND (SCH#1998072090) has been prepared. | December 18, 2023 | Knightsen Wetland Restoration Project: Early Implementation Actions | The Knightsen Wetland Restoration Project, when constructed, will restore the ranch to high quality habitat for special status species. The ecological benefits will extend beyond target species in the East Contra Costa County HCP/NCCP, as the project will also support migratory birds and Delta species. There are also anticipated Delta water quality benefits. This is a large restoration effort that includes reconnecting this parcel to Delta tidal flows.
